Municipal Offset Program Begins: West Virginia Municipal courts may now notify the State Tax Commissioner of certain unpaid municipal court costs, fines, forfeitures, and penalties in order for the State Tax Department to withhold the unpaid amounts from any individual’s personal income tax refund due and owing the licensee.
